"上海精神"倡导以互信、协商化解矛盾,争取持久和平,而不是以威慑或直接以武力手段解决国家间存在的问题;"上海精神"倡导以平等、互利谋求共同发展,而不是以国际经济旧秩序继续扩大南北贫富差距;"上海精神"倡导尊重文明的多样性,实现国际关系民主化,而不是以一种价值观和政治制度统治全世界。上海合作组织成立以来,一直贯彻"上海精神",成功缓解了成员国内部的不稳定因素,进而阻遏了外部动乱因素对成员国的冲击,促进了成员国间的经济、安全、文化等领域的合作,为该地区的长治久安奠定了良好的基础,在世界上树立了和平、合作、开放、进步的良好形象,为国际社会摈弃冷战思维,探索新型国家关系、新型安全观和新型区域合作模式提供了宝贵的经验和启示,为推动国际新秩序的建立做出了积极贡献。

＂Shanghai Spirit＂ advocates handling contradictions by the ways of mutual trust and negotiation and struggling for lasting peace, rather than solving the problems between the countries by the ways of deterrence or the direct use of force; ＂Shanghai Spirit＂ advocates pursuing common development by the ways of equality and mutual benefits, rather than continuing to expand the gap between the rich and the poor in North--South by the old international economic order; ＂Shanghai Spirit＂ advocates respecting the diversity of civilizations and achieving the democratization of international relations, rather than ruling the whole world by only one kind of values and political system. Since the founding of the Shanghai Cooperation Organization, it has been implementing the ＂Shanghai Spirit ＂, so it alleviates the instable factors within member states successfully. Even it deters the impact of external disturbances on the member states, and it promotes the cooperation in economic, security, culture and other fields between member states. So it has laid a good foundation for the long--term stability of this region, and set a good image of peace, cooperation, openness and progress in the world. It still has provided valuable experience and enlighten- ment for the international community and helps it to abandon the Cold War mentality, explore new pattern of states relations, new type of security concept and new model of regional cooperation. It has made a positive contribution to promote the establishment of a new international order.
