长株潭城市群突发事件的应急联动具有维护社会稳定、促进长株潭社会和谐发展,提升应急能力、提高城市应急管理水平,落实行政体制改革、实施科学发展等重要意义。而国外协同理论与治理理论为其提供了理论支撑,国内城市应急管理联动发展为其提供了经验借鉴,长株潭城市群专项联动治理的积极探索为其积累了实践经验。实现长株潭城市群应急联动,构建长株潭应急管理联动组织体系是关键,建设长株潭应急管理联动运行平台是基础,构建长株潭应急管理分级响应机制是难点。

The existence of Chang-Zhu-Tan public emergency linkage system has great significance on maintaining social stability, promoting emergency-coping skills of cities, implementing administrative system reform. Theoretically supported by foreign theory in coordination and governing, and practically guided by the experience of domestic development in the urban emergency linkage system in China, the exploration of Chang-Zhu-Tan urban emergency linkage system has accumulated lots of experience. The key to developing Chang-Zhu-Tan emergency linkage system is to build linked operation platform foundation, with the construction of graded emergency respond system as a difficult point.
