试论县级政府公共服务能力及其评价

On the Public Service Capacity of the County Level Government and the Evaluation Model

作为中国政府体系中的基层组织,县级政府长期以来在社会发展中占据极其重要的地位。县级政府公共服务能力高低直接关乎我国经济社会的健康协调可持续发展。按照"以人为本"的科学发展观要求,文章构建了一套以"经济发展、社会管理、政策执行、制度创新"四维一体的"县级政府公共服务评价模型",科学测评县级政府在经受不同因素影响下所表现出的公共服务能力,并根据实践需求逐步调整相关评价权重和程序,逐步发展成为县级政府公共服务能力评价的重要参考和科学依据。

As an organization at the grass root level of the whole system of government in China,the county level government plays an important role in social development.The public service capacity has a direct bearing on the sustainable development of society and economy.According to the people-oriented concept of scientific development,this paper provides an evaluation model for the public service capacity of the county level government from four aspects as economic development,social management,policy implementation and institution innovation.To evaluate the public service capacity of the county level government under different situations provides an important reference and scientific basis for adjusting the evaluation indicators and steps to meet the demand of the social practice.
