摘要
自鸦片战争以来,中国社会进入了一个漫长、全面、深刻的转型期,虽然转型的道路曲折、迂回,但历史发展的方向却是要建立一个具有中国特色的民主制度。随着公民社会的成长,民权意识的觉醒,公民参与已经成为社会转型的重要力量。作为对民权觉醒的回应,公共管理者必须要体察民生、民情、民心,不断进行政治体制的改革,巩固政府执政的合法性基础。
Since the Opium War Chinese society has entered a long,all-round and profound transformation period.The road of transformation is tortuous and circuitous,but the direction of history development is to build a democracy system of Chinese characteristics.With growing up of civil society and civil rights,citizen participation has become an important power of society transformation.As the response to civil rights awakening,public managers must experience and observe the livelihood,condition and common aspiration of the people,and carry out reform of political system and consolidate the legal basic of government in power.
