我国海洋经济及其管理的发展特征分析

Analysis of the Development Features of China's Marine Economy and Its Management

2010年10月18日《中共中央关于制定国民经济和社会发展第十二个五年规划的建议》中提出了发展海洋经济的"百字方针",明确了"十二五"期间我国海洋经济工作的方向和目标。在分析我国海洋经济及其管理阶段特征的基础上,提出了"十二五"期间我国海洋经济管理工作的发展趋势、重点领域和主要任务,为贯彻落实国家发展海洋经济的战略部署提供了工作思路和方向。

Strategic plan for developing marine economy was put forward in the ＂Suggestions of the Central Committee of the Communist Party of China on the Twelfth Five-Year Plan for National Economy and Social Development＂ in Oct. 18, 2010, and the direction and objectives of China＇s marine economics work during the Twelfth Five-Year Plan have been clearly defined. On the basis of analysis the staged features of China＇s marine economy and its management, this paper proposes the development trend, focal areas and main tasks of China＇s marine economic management work during the Twelfth Five-Year Plan and provides working ideas and orientation for carrying out the national strategic plan for developing marine economy.
