河北省小城镇建设生态与环境问题的对策研究

Study of the Eco-Environmental Issues and Countermeasures of Small Town Construction in Hebei

河北省小城镇建设存在自然资源浪费、生态破坏严重、人居环境质量下降等问题,这是由小城镇人口增多、工业生产造成大量污染、小城镇规划不充分等原因造成。笔者针对这一现状,提出从抓好小城镇污染防治工作,促进小城镇产业结构优化、升级;贯彻落实《全国生态环境保护纲要》,进一步加强生态环境保护;抓紧编制和实施小城镇环境规划,加快小城镇环境基础设施建设;做好土地利用与资源利用规划,实现小城镇资源环境可持续发展4个方面解决小城镇的生态与环境问题,使得小城镇自然资源得到合理开发和利用,生态环境保持良性循环。

Problems about the waste of natural resources,severe ecological destroy,the decreasing of urban human settlements in the construction of small town in Hebei Province,which caused by the growth of population,a huge amount of pollution generated by industrial production,inadequate planning of small town and so on.Thus,aiming at this situation,the author put forward that paying attention to the prevention of small town pollution,promoting the upgrading of the industrial structure;implementing and popularizing ＂The National Ecological Environmental Protection Outline＂,enhancing eco-environmental protection further;planning and implementing the environmental plan of small town quickly,accelerating the construction of infrastructural facilities of the environment of small town;making the plan of land utilization and resources utilization,realizing the resolving of ecological and environmental problems from 4 aspects of resources and environmental sustainable development of small town,made the rational development and utilization of natural resources and virtuous cycle of ecological environment.
