村委会“组合竞选制”的生成与发展

Formation and Development of the Village Committee "Constitutive Election System"

自诞生以来,"组合竞选制"已走过了22年的历程,安徽已有十多个县市的几百个村进行了试验或试行。"组合竞选制"的生长过程先后经历了村范围内试点、乡范围内试验、跨镇范围内试验、县范围内试行等阶段,其影响逐渐扩大,其程序与规则也渐趋固定与完善。为了更好地适应农村基层民主发展所引起的村委会选举生态的改变,村委会"组合竞选制"在"提名"、"候选人标准"、"组合"等方面也需要做出相应的改进和调整。

Since its birth,＂ Constitutive Election Systemi＇ has gone through the course of 22 years, and Anhui has several hundred villages of more than ten county city to carry on the experiment or the implementation. The growth process of＂Constitutive Election System＂ experienced in the village scope to experiment , in the township scope to test, in the cross town scope to experiment, in the county scope to test, and so on. Its influence expanded gradually, and its procedures ,and rules have become more fixed and improved. In order to better adapt to the de- velopment of grassroots democracy in rural areas due to ecological changes in village elections, the Village Committee ＂Constitutive Election System＂ also needs to make the corresponding improvement and the adjustment in ＂the nomination＂, ＂the candidate standard＂, ＂the combi- nation＂ and so on.
