农民体育健身工程之法律视角解读

The Interpretation of Fitness Project for Peasants from Llegal Perspective

农民体育健身工程是一项涉及社会、政治、经济、文化、体育等方面的系统工程。该项工程的提出具有特定的法律意义和社会价值。我国农村体育健身工程的总体建设状况不容乐观。要改变这一状况,从法律的视角看,应当坚持以人为本,加大政府的支持力度,充分调动农民和基层组织的积极性,完善村民自治,构建农民体育健身工程的有效实施模式。

Fitness Project for Peasants is a systematic project involves society,politics,economy,culture,sports etc.This project has specific legal meaning and social value.However,the overall construction conditions of fitness project in rural country are not optimistic.Insufficient funds,poor grounds maintenance,lack of systematic organizations,health awareness and exercise habits are main factors which affect the implementation and development of the project.In order to build effective model of Fitness Project for Peasants,the author proposed that government should adhere to the people-oriented policy,strengthen support to fully mobilize the enthusiasm of peasants and integration organization,perfect villager autonomy.
