促进教育机会均等与教育公平:对民族地区义务教育发展的初步思考

Enhancing Equal Access to Education and Fairness in Education: Thinking of the Development of Compulsory Education in Ethnic Regions

教育机会均等是社会公平最重要的指标。教育机会不均主要是由于教育发展不均衡造成的,所以加大中央对教育的宏观调控力度、对我国少数民族地区适当采取教育特别扶持政策等有其必要性和可行性,这也是实现教育均衡发展理念和体现教育公平的唯一可行途径。建议中央政府对西部少数民族地区实施更加倾斜的政策,加大扶持力度,培育和谐社会的教育公平理念,进一步促进少数民族教育事业的发展。

Equal access to education is the most important index to reflect social equality.Unequal access to education is caused by imbalanced development of education.So,it is of necessity and feasibility to strengthen micro-control of the Central Government on education and make special supporting policies for education in ethnic minority regions.This is the only way to realize balanced development of education and fairness in education.It is suggested that the Central Government make more preferential policies for Western ethnic minority regions,increase support,foster concept of harmonious society and fair education so as to further enhance the development of education for ethnic minorities.
