摘要
我国水能资源丰富,开发潜力巨大。目前我国水电总装机容量居世界第一,但整体开发程度低,地区差异大,存在移民安置、生态环境等问题。大力开发水电,有助于降低化石能源消费,也是实现绿色发展的重要途径。加大我国水电开发的路径选择涉及:推进水电电价市场化改革,统一调度大电网;做好战略规划,重视环境保护;坚持可持续发展,做好移民安置工作;鼓励社会组织积极参与,培育支持水电领域行业协会发展;完善移民和可再生能源领域法律法规建设,加强执法等。
China is abundant of water resources with great potential development.At present,China＇s total installed capacity occupies the first place in the world.But there are still some problems encountered,such as low development level,big regional differences,and problems in resettlement and ecological environment.Vigorously developing hydro power could decrease fossil energy consumption,and also an important way to achieve green development.It involves the followings to strengthen efforts on hydro power development：boosting market-oriented reform in electric rate of hydro power and centralized dispatching large power grid;making strategic planning well and paying attention to environmental protection;insisting sustainable development and carrying out immigration allocation carefully;encouraging the participation of social organization and cultivating the development of industrial association in hydro power;completing the construction of laws and regulations in immigration allocation and renewable energy and enhancing law enforcement.
