河北省循环经济体系构建研究——兼论曹妃甸新区的发展模式

Studies on the System of Hebei Circulation Economy——On the Development Mode of Caofeidian Economic Zone

曹妃甸新区构建循环经济体系、发展循环经济的路径、模式及机制对河北省乃至全国加快循环经济示范推广,促进循环经济形成较大规模都具有引领和示范作用。本文根据河北省资源、环境状况以及促进经济发展方式转变,提高生态文明水平,增强可持续发展能力的现实和战略要求,提出了构建产业内部、产业之间、产业与社会的循环经济体系,并逐步实现内部各子系统功能最大化的框架、思路和对策。

Routes,modes and mechanisms to establish the circulatory economy system and develop the circulatory economy in Caofeidian New District play a leading,guiding and exemplary role in accelerating the demonstration and extension of the circulatory economy and promoting the formation of a big size of the circulatory economy in Hebei Province and even across the country.In accordance with the resource and environment status,as well as the actual and strategic requirements for promoting the transformation of the economic development mode,raising the level of the ecological civilization and strengthening the sustainable development capacity of Hebei Province,this paper puts forward the framework,thoughts and solutions on establishing the circulatory economy system inside the industry,between industries,and between industries and the society,as well as gradually realizing the maximization of functions of internal sub-systems.
