以金沙江干流水电开发促进金沙江流域干热河谷陆生生态修复 被引量:8

Promoting the terrestrial ecological restoration in the dry-hot valley by hydropower development in the Jinshajiang basin

摘要 金沙江为长江的上游河段,是国家规划的最大水电基地,中下游梯级电站建设的序幕已经拉开,受诸多因素的影响,加上当地特殊的气候条件,金沙江流域干热河谷中游已遭破坏的高原原始针叶生态修复工程进展缓慢,陆生生态环境恶化的趋势还没有从根本上得到遏制。文章提出利用金沙江干流水电开发所带来的对水资源保护、局地气候改善和湿地增加的有利条件,抓紧实施流域陆生生态修复,保护和恢复森林植被,建议以金沙江流域作为开展增加森林碳汇、碳排放权交易的试点。 The Jinshajiang River is the upper reach of the Yangtze River, and is the largest hydropower base planned by the State. The construction of cascade stations on the middle and lower reaches of the Jinshajiang River has been kicked off. In view of many iiLfluenees and local particular weather conditions, the restoration of the damaged plateau original coniferous ecosystem in the dry-hot valley of the Jinshajiang River Basin goes slowly, and the tendency of the terrestrial ecological environment deterioration has not been stopped basically. This paper proposes to use the favorable conditions of water resources conservation, local weather improvement and wetlands increment resulted from hydropower development on the trunk of the Jinshajiang River so as to promote the terrestrial ecological restoration and forest vegetation protection & recovery. It is recommended to take the Jinshajiang River Basin as a test point for enhancement of forest carbon sinks and carbon emissions trading.
