摘要
土地利用总体规划实施评价已成为土地利用总体规划实施及管理工作的重要组成部分,是提出规划修编的前提,也是确保规划修编依法有序推进的重要措施。根据规划综合性和全面性的特点,构建了土地利用总体规划实施评价指标体系和评价模型。引入了基于特尔菲专家咨询、层次分析法的MATLAB软件对权重进行确定,并将研究结果应用于中牟县土地利用总体规划实施评价的实际加以验证。
The implementation evaluation of the master land use planning（IEMLUP）,which brings forward countermeasures for plan re-mading,has become an important component of master land use planning and it is an import measure to ensure that the plan re-mading operates orderly.With the comprehensive and comprehensive characteristics of land use planning,this paper sets up a comprehensive index system and the evaluation criterion model for IEMLUP.Then this paper uses the MATLAB software,which is on the basis of the Delphi method and analytic hierarchy process to measure the weight.Lasely,this paper takes MLUP of ZhongMu County as a case,comprehensively analyzes the effect of the implement,verifies the scientific and rationality.
