我国环境影响评价中公众参与有效性的现状、问题及对策

Present Situation,Problem and Countermeasures of Validity of the Public Participation in China's Environmental Impact Assessment

在对比发达国家、地区环境影响评价中公众参与情况的基础上,分析了我国环境影响评价公众参与发展现状及存在问题,提出了提高我国环境影响评价中公众参与有效性的措施,即明确界定公众参与主体范围;保障公众知情权;调整建设项目的公众介入时间,增加公众参与形式的多样性;强化公众环保参与意识。

It discussed China＇s present situation and problems of public participation in the environmental impact assessment,in contrasting with which in the developed countries and regions.It pointed out that the validity of China＇s public participation in the environmental impact assessment can be improved and enhanced through defining confines of the main body of public participation,protecting public＇s right to know,adjusting public intervention time in the projects,increasing the diversity of the form of public participation,and strengthening the awareness of public participation in environmental protection.
