加强城市融资平台管理之探究

A Study on Improving Management of City Financing Platform

城市融资平台为地方经济发展发挥了重要作用。值得关注的问题是,在一些地方,由于城市基础性设施发展建设严重滞后、政府领导急功近利、融资渠道单一、融资平台监管不到位,导致城市融资平台出现了超越地方政府承受能力的融资、未按照核定用途使用融资资金、资本注册不规范、盈利状况不佳等问题。加强和完善城市融资平台的管理,保障融资平台可持续健康发展,政府管理部门必须树立资本运营新理念,创新体制机制,打造经营性融资平台,并加强对资金投向及使用的监管。

City financing platform plays an important role on local economy.In some cities,due to backward infrastructure,the leaders pursuing instant success and quick profits,single financing channel,and inadequate supervision on financing platform,the problems deserving concern appear,such as financing exceeding capacity of local government,financing funds used out of authorized purposes,non-standard registered capital,and inferior profits.In order to improve management on city financing platform and keep its sustainable and healthy development,the government should build new concept on capital operation,create new system and business financing platform,and increase supervision on investment and application of funds.
