信访制度是一种具有中国特色的民意表达和反馈机制,它有利于化解社会矛盾,是人们参政议政的特殊渠道。信访受理人的工作效率高低,决定着整个信访制度的正常运转。本文对信访受理人这一群体进行分析,提出信访制度中存在的一些问题,探讨解决方案,促进信访制度的改革和完善。
