Discussion of Coordination Mechanism and Function of the Non-Governmental Organization in the Process of Resettlement of Reservoir Migrants

促进公共利益最大化是政府和非政府组织的共同追求,也是二者协同开展水库移民安置工作的基础。非政府组织以其特有的组织结构及其运作方式,在水库移民安置中发挥着重要的作用。基于协同治理理论,非政府组织在水库移民安置的体制设计、制度供给、技术咨询、管理监督和权益维护等方面施加影响,从而实现社会风险减缓、社会整合引导、移民权益保障和后续发展扶持的协同功能。

Both the government and non-governmental organization seek for optimization of public benefit,which is the basis of implementing the resettlement work.Non-governmental organizations play an important role in the resettlement of reservoir migrants because of its unique organizational structure and mode of operation.Based on cooperative management theory,non-governmental organizations have impact on system design,system supply,technical consultation,management and supervision and rights of the maintenance in the resettlement work.Therefore,it is possible for them to achieve the functions such as social risks retard,social integration guidance,resettlement rights protection and the subsequent development support.
