The Theme of Administration against the Backdrop of Globalization and Post-industrialization

全球化、后工业化把人类社会领入一个全新的历史时期,不仅意味着人类社会将发生深刻的变革,而且使人类在工业化历史阶段中创造的社会治理文明受到了严峻的挑战。工业社会的历史阶段所形成的是一个具有中心—边缘结构的世界,这个中心—边缘结构既是危机自中心向边缘转移的机制,也是财富从边缘向中心汇聚的机制,全球化使这个机制有了更加充分的表现。这是后发展国家举起改革的旗帜时必须充分认识到的现实。全球化、后工业化突出了政府的领导地位,而政府必须在行政管理模式的全面重建中才能获得担负领导责任的能力。就行政管理的发展史来看,经历过从统治行政向管理行政的转型,后工业化意味着服务行政对管理行政的替代。农业社会的统治行政是不能够被搬到工业社会中来的,在后工业化的条件下,我们也必须认识到,工业社会所建构起来的行政模式是决不能够搬到后工业社会中去的,所以,服务行政模式的建构问题,是我们必须认真研究和探讨的一个时代课题。

Globalization and post-industrialization put human society into a brand new historical epoch,which not only means that human society will undergo a profound change,but that the management civilization of society created by humankind in the historical phase of industrialization is confronting severe challenge.However,in the historical phase of industrial society,a world with the center-edge structure was formed.This center-edge structure means both a mechanism of crisis transferring from center to edge and a mechanism of wealth accumulating from edge to center,and globalization gives the very mechanism further manifestation.This is the reality which must be fully recognized by post-developing countries when upholding the banner of reform.Globalization and post-industrialization project the leading position of government,while the government can only acquire the ability of leadership in the all-round reconstruction of administrative management mode.In terms of the history of administrative management,which has undergone the transfer from the mode of ruling to managing,post-industrialization means the substitute of service mode for management mode.The ruling administration in agriculture cannot be copied in industrial society,while in the condition of post-industrialization,we must recognize that the administration mode constructed in industrial society can by no means be copied in post-industrial society.Therefore,to study and discuss the construction of service mode of administration is the subject of the day that we must treat seriously.
