推进农村区域均衡发展的理论基础及政策措施

Theory Basis and Measures of Promoting Balanced Regional Development in Rural Areas

由于历史传统、自然条件和国家政策等原因,我国东中西部地区农村发展差距进一步拉大,呈现出明显的非均衡发展的特征。福利经济学为统筹农村区域均衡发展提供了理论基础。因此,应该正确运用福利经济学的相关理论,正视农村区域发展非均衡的现实状况,转变长期以来国家非均衡发展战略的思维定势,在扩大农村公共财政覆盖范围、提供均等化公共服务以及存量适度调整、增量重点向中西部农村地区倾斜的原则下,制定切实可行的政策措施,实现东中西部农村区域均衡发展。

Because of those factors such as history,tradition,natural condition and national policies,the development gap between eastern areas and middle western areas in China is widening,demonstrating remarkable feature of unbalanced development.Welfare economics provides theory basis for coordinating regional balanced development of rural areas.Therefore,we should correctly apply the relative theories of welfare economics,face up to the reality of non-balanced development in rural areas and change the set thinking of the strategy that China has taken to confront non-balanced development.Besides,under the principle of enlarging the cover of public finance in rural areas,providing equalization of public service,making moderate adjustments and laying emphasis on the middle western rural areas,we should also make practical policies and measures in order to realize the balanced development in eastern,middle and western areas of China.
