位于山东苍山县的凯立矿业迄今存在已有10年,但这家声名显赫的地方"功勋企业"却从来没有任何资质手续,也没有采矿许可证。伴随着10年间数十亿元的产出——其尾矿不断的填埋水库、污染水源,其粉尘一直在毁坏大片农田。为了采矿,甚至不惜挖断数千村民通往外界的道路,并随意对村民施暴。然而这一切,地方政府的所有监管部门都视而不见。这到底是怎样的一个"罗生门"?

KaiLi mining located in CangShan County of Shandong province so far has existed for 10 years,but the 'meritorious enterprise' has never acquired qualification formalities,also not the mining license.With 10 years of billions of dollars'output--and its tailings have filled the reservoir,polluted water and its dust has devastated farmland continuously.In order to mine,it even cut off thousands of villagers' way to outside world,and treat the villagers with violence at random.Yet all this,all the local government regulators do turn a blind eye.
