完善高等教育管理体制 实现科学有效性管理

Perfect the system of higher education management,and realise the scientific and effective management of it

分析了当前人们对高等教育体制的不同理解,给出了高等教育体制的相关概念和内涵,对新中国成立以来的高等教育管理体制的变革进行了梳理,对我国高等教育管理体制改革的内容及效果做了评说,指出当前在投资体制与高等学校办学自主权方面还有相当的想象空间。高等教育体系是由多种类型、多种层次、多种形式的机构制度和多种因素错综复杂地结合而成的统一整体,其中教育体制是整个高等教育的主干和基础。

The higher education system is an integral body which is very sophisticated, composed of the institutional systems of various types, layers and forms as well as many other elements, among which the education mechanism is the main body and foundation of the whole higher education. This pa- per studies the different understandings of the higher mechanism system, with an introduction to the con- cepts and connotations of the higher mechanism system, while summarizing the reform of the higher mechanism administration system after 1949. The paper also makes comments on the contents and re- sults of the reforms, pointing out that there is still enough room in the reform of investment mechanism and autonomous school-running rights of colleges.
