新时期监狱工作面临着理念、法制、体制、机制等诸多挑战，要实现“首要标准”的新要求，必须进一步完善监狱法制，树立新的行刑理念，推进体制改革，提升执法素质，实现良性循环发展。

The prison work has faced many challenges in concept, rule by law, system, mechanism and so on in new period. In order to realize the new requirements of the ＂primary standard＂, we must further improve the rule of prison by law, establish the new concept, promote systematic reform, raise law-enforcement quality, and finally achieve a good circulation development of prison management.
