陕西高碳企业实施低碳环保战略的障碍与措施 被引量:4

Research on the Obstacles and Countermeasures of Implementing the Strategy of Low Carbon Environmental Protection in Shaanxi High-Carbon Enterprises

摘要 高碳企业是陕西经济发展的引擎,在为区域经济发展做出贡献的同时,也带来了严重的能源消耗和污染物排放等问题。陕西高碳企业能耗高、污染物排放量大,对节能减排目标任务的完成负有特殊使命。低碳环保战略是陕西高碳企业比较理想的发展战略,但实施这一战略在认识观念、管理水平、技术、资金、清洁生产方式有效运作等方面存在诸多障碍。消除这些障碍,需要采取构建低碳文化、研发应用低碳环保技术、加强节能减排人才的培养、完善节能减排的管理体系、加大节能减排投资、实现清洁生产方式的有效运作等战略措施。 High-carbon enterprises are the engine of Shaanxi economic development,which brought high energy consumption and serious pollution emission problems.These enterprises have their special missions in reaching the target for saving energy and reducing emission.The development strategy of low-carbon and environmental protection is an ideal strategy to development of Shaanxi high-carbon enterprises.But in the implement of these strategies,there are many obstacles such as people's knowledge,management level,technology,money and clean production.To remove these obstacles,strategic methods should be taken,which indude developing law-carbon consumption culture,studying and developing low-carbon environmental protection technology,cultivating persons with skills of energy saving and law-carbon emission,completing a management system of energy conservation and emission reduction,increasing investment in energy saving and emission reduction and achieving cleaner production.
