论我国农民专业合作社的规范发展

The Disciplined Development of the Formars'Professional Cooperatives in China

近年来我国农民合作社发展迅猛,但其中有很多合作社不够规范。主要原因在于一些地方政府片面追求数量的政绩观、对农民的合作思想教育不够,以及农民合作经营人才的缺乏等。为了促进农民专业合作社的规范发展,政府对农民专业合作社的指导应当坚持科学发展观,深入农村,通过典型示范加强对农民合作思想的教育,培训合作经营人才,引导农民严格遵守农民专业合作社法,规范发展合作社,并对违法者严格追究法律责任。

In recent years,farmers＇ professional cooperatives have been developing at a roaring speed in China,but some are not very well-disciplined.The major reasons for this include the following： firstly,local government officials aspire blindly for progress in terms of quantities;secondly,there is a lack in the popularization of cooperative ideology among farmers;thirdly,there are not enough talents skilled in the management of farmers＇professional cooperatives.To promote the standardization of farmers＇professional cooperatives,the government should take the following measures： abide by scientific development perspective,probe into the actual situation of the countryside,popularize cooperative ideology among peasants by means of typical cases,train managerial talents,instruct farmers to follow the law on farmers＇ professional cooperatives,and punish severely those violating the law.
