长输管道建设管理创新的实践与探索——以川气东送川东北—川西输气联络线中段工程为例

Practice and Exploration of Management Innovation on Long Distance Pipeline Construction

针对长输管道建设施工管理存在的主要问题,在川气东送川东北-川西输气联络线中段工程进行了施工管理创新的实践与探索,形成了青苗赔偿协调"乙方负责法"、投资控制"风险包断法"与"工程量变更签证图纸对比法"、分包管理"相关工程捆绑法"、质量安全"特别禁令法"等创新性管理办法,取得了施工进度领先、管理费用大幅降低的良好效果。

In view of main problems existing in long distance pipeline construction management,based on case study of middle section project construction of Northeast Sichuan-Western Sichuan connecting line which is one part of the Sichuan-East Gas Transmission Pipeline Project,some creative methods on construction management are put forward and applied.These innovative methods include as follows：（1） Part B liability method on crop compensation coordination;（2） risk contracting method and design drawings comparison method used for quantities change visa on investment control management;（3） related projects bundling method on sub-contract management;（4） special prohibition method on quality security management.
