论系统论视阈下我国科技奖励体系的优化

On the Optimization of Chinese Science and Technology Award System under the Perspective of System Theory

系统科学方法是在承认事物客观普遍联系的基础上,具体全面地揭示对象的系统存在、系统关系及其规律的一整套科学理论和观点,是建立合理科技奖励体系的重要理论依据。科技奖励是一个包含主体、客体和中介等要素以及目标、原则、标准、仪式等相关内容的复杂系统。对我国科技奖励系统进行优化,应从三个方面着手:按照社会需求进行正确的奖励设置;运用反馈原理寻求优化系统运行的方案;奖后效应的调查与合理调适。

System theory is a set of scientific theories and ideas which is based on the recognition of universal connection of things, and fully reveals the system existence, the relationship and the laws among things. It is also the important theoretical basis to establish a rational science and technology award system. Science and technology award is a complex system which contains such factors as subject, object, intermediaries and such related content as objectives, principles, standards, ceremony. To optimize the China science and technology awards system, we should begin with three aspects： setting the right awards in accordance with the social needs ; seeking right programs to optimize system operation by using the feedback principles ; the investigation and reasonable adjustment of the afterward effects.
