西部大开发前后新疆工业竞争力变化及统计检验

Changes of Xinjiang Industrial Competitiveness and Statistical Test before and after the Implementation of Western China Development Drive Strategy

利用偏离—份额分析法、方差分析等方法,对西部大开发前后新疆工业竞争力进行了分析和统计检验,结果发现:一方面,西部大开发对新疆工业发展有很大的推动作用,大开发后新疆工业结构调整成效显著,特别是新疆特色产业发展迅速,已经形成了较大的规模和特色;另一方面,新疆不少工业行业仍存在竞争力降低等问题.特别是新疆工业行业因资源禀赋和所受到优惠扶持政策等方面的差异,其竞争力表现出明显的行业异质性.根据其变化情况,对提高新疆工业竞争力提出了对策.

A comparative analysis and a statistical test on Xinjiang industrial competitive advantages before and after the implementation of the Western China Development Drive Strategy have been made with such methods as the shift-share analysis,locational quotient and variance analysis.The results are as follows.On one hand,the industrial development in Xinjiang has been greatly enhanced by the Strategy.Remarkable success has been achieved in the adjustment of Xinjiang industrial structure,especially in the rapid development of its advantageous industries with unique characteristics,which have reached a considerable scale and formed regional features.On the other hand,many problems such as declining competitiveness still exist in most sectors of Xinjiang industries,and the competitiveness heterogeneity is obvious in different sectors of Xinjiang industries due to the disparity of resources and preferential policies.According to the variant condition,countermeasures to boost Xinjiang industrial competitiveness have been put forward.
