关于“海陆统筹”的理论初探

Theoretical research on sea-land overall planning strategy

"海陆统筹"作为推动海陆整体、协调发展的战略思维,是我国在发展思路上做出的历史性转折,对实现经济社会可持续发展具有重大的现实意义。本文从国家层面与沿海区域层面分别界定"海陆统筹"广义与狭义概念,对"海陆统筹"广义概念的内涵进行探讨,在界定概念的基础上,分析"海陆统筹"与"海陆一体化"、"海陆互动"及"五个统筹"之间的区别与关系;从地缘政治、经济、社会、环境、文化多角度分析实施"海陆统筹"战略的必要性。

As a strategic thinking to promote the whole and coordinated development of sea and land, sea-land overall planning strategy is a historic transition in the idea of development in China. In this paper, the generalized concept and the narrow sense concept of sea-land overall planning are expounded from national level and coastal regional level respectively, and connotation of the generalized concept is investigated. The difference and relationship between sea-land overall planning and its related concepts are analyzed. Multi-angle analysis of the necessity to implement sea-land overall planning strategy is carried out from geopolitics, economy, society, environment and culture in this paper.
