档案灾害预警机制研究

灾害的发生具有突发性、不可预知性和极大的破坏性,是威胁档案安全的重大因素之一。为保障档案安全,建立档案灾害预警机制十分必要。为建立切实有效的档案灾害预警机制,应明确灾害预警机制的内涵、科学定位、运行体系,注重提高灾害意识、预警能力,做好保障措施,以最大限度地降低灾害的发生率,将灾害造成的破坏降低到最低限度。

Disasters, with sudden and unpredictability and great destruction, are the major factor which threaten archives safety. It is necessary to construct archives disaster early-warning mechanism for ensuring archives safety. To establish an effective archives disaster warning mechanism, we should make clear disaster early-warning mechanism connotation, scientific orientation, operation system. We should strive to improve disaster awareness, warning ability, and complete the safeguard measures. In this way, we will minimize the incidence of disasters, and reduce the losses caused by the disaster to＇a minimum.
