摘要最近，刘延东国务委员在中国工程院的讲话指出：“要大幅度提高自主创新能力。……科学研究、技术创新、产业发展、社会进步相互促进和一体化发展趋势更加明显。”当前无论是经济发展、国家安全需求以及工业产品核心技术的掌握，都对我国ST＆E（Science，Technology and Engineering）出重大的战略要求。
