摘要
《国家中长期教育改革和发展规划纲要(2010-2020年)》中关于建立现代大学制度部分明确提出"要完善目标管理和绩效管理机制"。美国政府在2006年出台的《高等教育行动计划》的纲领中指出,高等教育体系的基础要由"声誉为本"向"绩效为本"转变。作为大学绩效管理最核心的环节——大学内部绩效评价,不仅具有多方面的必要性,而且具有现实可行性。大学内部绩效评价应体现战略目标、多元适宜、全员参与、自我发展四个方面的发展原则。
The State Long-Term Program for Educational Reform and Development (2010-2020) points in the establishment of modem university system that it's necessary to perfect the system of management by objectives and performance management. Action Plan for Higher Education from American government in 2006 states that the higher education system should turn from "based on reputation" to "based on performance". As the key link of university performance appraisal, the internal performance appraisal certainly has its necessity, and so as its feasibility. And thus, the internal performance appraisal should be shown in the following four principles of development: the strategic goal, multidimensional fitness, total involvement, and self-development.
