联动型应急情报系统的规划方法研究 被引量:5

摘要 针对我国应急管理部门的情报系统难以互联互通的现状,探索跨机构的情报系统整合思路。论文首先突破顶层设计模型在企业信息化建设中的局限性,设计了应急联动系统的规划过程。但是顶层设计模型的推进受到政府部门利益分割的阻碍。因此,本文在顶层设计模型中集成了静态博弈论模型,并引入GOVQUAL绩效标准,引导参与联动部门向着帕累托改进的方向优化,从而为应急联动情报系统的建设提供理论支撑,最终为公共突发事件的应急联动效率改进,提供可行的解决方案。 According to current situation,there are many information islands scattered in different public sectors which are related to emergency management.Based on the core idea of topmost design for enterprise,this paper first presents a revised method for building a collaborative information system for all agencies.But the revised architecture is not sufficient enough due to the sector benefits monopolized by different agencies.So,by incorporating game theory and GOVQUAL performance benchmarking into our method,the authors suggest a performance benchmarking to guide all the participating agencies moving forward to Pareto Improvement.Such method is expected to enhance the efficiency of collaborative emergency management.
