摘要
目的:全面、客观地评价近三年江西省乡镇卫生院人力资源的改善情况,为江西省制定下一步农村卫生服务规划和优化乡镇卫生院人力资源配置提供科学依据。方法:普查,终期调查问卷与基线调查问卷相同,所得结果与2007年的基线数据比较分析。结果:2010年院长学历本科以上较基线增加了10.54个百分点,中专以下降低了4.51个百分点;职称中级以上增加了4.39个百分点,初级以下降低了3.16个百分点。表明院长学历层次和职称具有上升趋势;每院卫生技术人员较基线增加了23.21个百分点,每万人卫生技术人员增加了7.70个百分点,本科以上学历增加了13.4个百分点,医护比为1.20:1。表明数量和质量得到改善,人才结构相对趋于合理化;2010年继教人数35006人,较基线增加了30.35个百分点。结论:近三年江西省乡镇卫生院人力资源较2007年的基线水平得到改善,但整体素质依然偏低,且与发达地区还有一定差距。
Objective To comprehensively and objectively evaluate the improvement of human resources of township health centers in recent three years in Jiangxi Province,and provide scientific basis for planning health services in rural areas and optimizing the allocation of township health centers'human resources.Methods Surveys were implemented with the same questionnaire as that of baseline study.And the results were compared with baseline data in 2007.Results Compared with baseline data in 2007,the amount of deans with bachelor degree or above increased by 10.54%in 2010,while the amount of deans with education degree of technique secondary school decreased by 4.51%.For the deans'professional title,people with intermediate title and above increased by 4.39%,and that of primary decreased by 3.16%.The amount of health professionals per hospital increased by 23.21%.And the amount of health professionals per ten thousand people increased by 7.70%.For the education degree,the amount of health professionals with bachelor degree or above increased by 13.4%.The ratio of doctors to nurses was 1.20:1.The amount of professionals with continuing education was 35006,which increased by 30.35%.Conclusion The status of township health centers'human resources in Jiangxi Province was improved in recent three years than that of 2007.But its overall quality was still lower than that of the developed areas.
