摘要 为了有效解决电子废物处置难题,需合理地划分主体之间的责任。在电子废物处置体系中,"主体的责任划分"直接关系到电子产品厂商、销售商以及消费者的利益。应在坚持"利益分配"理论和"产品受益者与义务承担者一致"原则的前提下,采用细分各主体之间责任的方法加以解决。在电子废物处置过程中,生产者具有预防责任、网点建设责任,消费者须承担绿色消费、积极选购环境友好产品的责任,政府有政策上鼓励支持回收处理企业的义务和制订相关法规标准与监管的责任。 In order to effectively solve the problem of electronic waste disposal, the main responsibility should be rationally divided. In the electronic waste disposal system, "The division of subject responsibility" is directly related to the benefit of electronic products manufacturers, distributors and consumers. By insisting on "interest distribution theory" and "product beneficiaries and obligations consistent", and using the segment principle of responsibilities between the subjects , the problem can be solved. Specifically, in electronic waste disposal process, the producers have prevention responsibility, network construction,the consumers must have the responsibilities of green consumption, choosing and buying the environmental products, the government has the responsibilities of encouraging and supporting the obligations of recycling and processing enterprises, and formulating the relevant regulations standard and regulatory.
