摘要 从甘肃省陇南市土地利用总体规划修编出发,列出了规划目标,分析了陇南市土地利用现状,同时采用灰色预测法、趋势外推法、平均增长率法对陇南市各类土地利用类型规划面积进行了预测,来评价本轮土地利用总体规划的实施效果,结合环境影响评价的技术导则,对土地利用规划环境影响评价的评价程序、环境影响识别以及指标体系的建立等问题进行了探讨,建立了一套根据环境影响识别,并结合陇南市的具体情况确定的指标体系,划分为3个层次,即目标层A、准则层B和指标层C,其中指标层共包括20个评价因子,并在此基础上采用改进的熵值法确定了各指标的权重,为进一步开展土地利用规划的环境影响评价工作提供思路。 With the research of the land use planning revision about Longnan,Gansu Province as an example,its planning target was calculated and the status of land use of Longnan was analyzed.Using Grey prediction,Trend extrapolation,Average growth rate,various land use types in Longnan planning area was predicted.In order to assess the current of the implementation of land use planning results and based on the booklet about environmental impact assessment,a probing study was made about the procedure,environmental impact identification,indices and assessment method of land use planning environmental impact assessment.The influencing factors of environmental impact assessment were analyzed in land use planning systematically,combined with physical circumstance of Longnan,and indicator system for environmental impact assessment was established in land use planning.This was divided into three levels chief target hierarchy,standard hierarchy,indicators hierarchy,total 20 factors in indicators hierarchy.It also built a method to construct indices system through improved entropy.It was attempted to calculate the norm weight of the indices.It could provide method for the further work of environmental impact assessment.
