台湾地区农民健康保险的制度框架与运行风险:兼论新型农村合作医疗的改革方向

Institution Frame and Running Risk of the Farmers' Health Insurance in Taiwan:Discussion about the Reform Direction of the New Rural Cooperative Medical System

台湾地区在由发展社会向发达社会转变过程中,实行了各项保障民生的社会保障制度,农民健康保险就是其中重要的一项。文章研究分析了台湾农民健康保险不同于一般社会保险的制度框架和运行模式的福利性特征及其风险链条,并结合当前新型农村合作医疗制度与农民健康保险的目标共性,讨论其改革方向。

In the process of transformation from undeveloped to developed society,Taiwan carried out several projects of social security system,including an important one,which is the farmers＇ health insurance.The institution frame,running mode,welfare characteristics and risk chain were analyzed in the paper.And the reformation,combining with the general characteristics of the farmers＇ health insurance and the new rural cooperative medical system,was discussed.
