不同举办主体社区卫生服务机构功能实现情况比较分析

Comparative Ananlysis of the Status Quo of the Function of Community Health Service Institutions Held by Different Sponsors

目的:通过比较不同举办主体社区卫生服务机构功能实现情况,分析其在服务项目开展率、服务的数量和质量等方面的差异。方法:从36个全国社区卫生服务体系建设重点联系城市中抽取江苏省南京市、浙江省杭州市;安徽省合肥市、湖北省武汉市;陕西省西安市、四川省成都市等6市2009年常规监测数据进行分析。结果:公立医院举办的社区卫生服务站的公共卫生服务开展率和服务量方面均差于非政府举办的机构,民营社区卫生服务站在开展计划免疫服务以及提供规划内计划免疫服务方面要差于其他举办主体。结论:在加强政策引导和监管的基础上,应采取更积极的政策措施鼓励社会力量参与社区卫生服务。促进公立医院举办的社区卫生服务机构落实公共卫生功能。

Objectives：To compare and analyze the implementation in service functions by various ownerships of community health service facilities in order to provide reference for the related policies.Methods：Six cities,including Nanjing in Jiangsu Province,Hangzhou in Zhejiang Province,Hefei in Anhui Province,Wuhan in Hubei Province,Xi＇an in Shaanxi Province and Chengdu in Sichuan Province,were selected from 36 cities,who are nationally contacted in the surveillance data of construction of community health service system.Results：Overall the hospital owned community health facilities especially stations functioned worse than other types of facilities in primary public health services,and the private ones,as well as non-profit institutes owned ones,performed worse in offering programmed immunization service.Conclusions：Based on policy introduction and supervision,we should encourage the individuals or non-profit organizations to participate in community health service,in order to ensure public hospital owned facilities playing functions to public health.
