Democratic Management Mechanism in Rural China:Formation Mechanism and Logic Integration

在新的历史背景下,推进农村民主管理实践、健全农村民主管理制度,关键就是要建立并整合四个机制,即完善与农民政治参与积极性不断提高相适应的乡镇治理机制、健全村党组织领导的充满活力的村民自治机制、推进以保障农民权益为主要内容的农村依法治理机制和构建以完善社会自治功能为导向的农村社会组织机制,并在探索实践中围绕乡镇治理机制是农村民主管理扩展的趋向、村民自治机制是农村民主管理发展的核心、农村社会组织机制是农村民主管理提升的基础以及农村依法治理机制是农村民主管理成长的保障等四个方面不断改革创新,实现农村民主管理的制度化、规范化和程序化,促进农村民主管理质量的全面提升。

The paper argues that the key to the promotion of rural democratic management practice and the improvement on rural democratic management system in the new period is to establish and integrate the four mechanisms of rural democratic management and to reform and innovate in the practice in the following four aspects： township governance mechanism is the general direction in which rural democratic management extension; villagers＇ self- government mechanism is the core of rural democratic management development; rural social organization mechanism is the basis for upgrading the level of rural democratic management; rural lawful governance mechanism is the guarantee of a sustained rural democratic management. In this way, rural democratic management can be institutionalized, standardized and proceduralized and the quality of rural democratic management can be overall improved.
