环境规制与技术创新——基于中国1997—2007年省际面板数据分析

Environmental regulation and technological innovation:Based on the panel data of China from the year of 1997 to 2007

本文利用中国1997—2007年29个省(直辖市、自治区)的面板数据实证分析了环境规制对中国三类技术创新能力的影响,结果表明,环境规制对我国技术创新没有显著的正影响。环境规制必须要与一定的人力资本相结合才对技术创新有一定的推动作用,其中,对东部、中部技术创新能力的提升有显著的促进作用、对西部区域几乎没有影响。本文详细分析了环境规制对中国技术创新能力提升作用存在区域差异的原因,并就如何扩大环境规制对区域技术创新能力提升的促进作用提出了相应的对策建议。

The effect of environmental regulation on three types of technological innovations in China is analyzed by using the panel data of 29 regions from the year of 1997 to 2007. The results indicate that the environmental regulation has insignificant positive effect on the technological innovation unless the environmental regulation connects with human capital, when it connects with human capltal, environmental regulation can stimulate the enterprises＇ technological innovation in the east and the middle area of China. However, the promoting function of the environmental regulation in the west area is almost none. The factors that lead to different effects of environmental regulation on technological innovation among east, middle, and west areas are analyzed. At last, some suggestions on how to amplify the environmental regulations＇ positive effect on the capability improvement of regional technological innovation are provided.
