JUDGING THE REFORM OF STATE-OWNED ENTERPRISES FROM THEIR ORIGIN FUNCTION AND PRACTICE

本文认为，不论从起源、功能，还是实证分析，中国的国有企业并不可能成为象私有企业那样的市场主体，不是真正的企业，因此只能采取非经济手段进行管理，除非彻底实行私有化。

This paper points out that state - owned enterprises in China could hardly become the mainpart of market as privately - owned enterprises if we judge them from their origin, function or practice. This,they can not be considered as real enterprises, and should be managed by non - economic means unless theyare privatized thoroughly.
