浅谈高校突发性公共卫生事件的应对与预防

On Handling and Precaution against Urgent Public Health Accident in Colleges

高校是学生高度密集的场所,由于居住集中、人员密集、流动性大等特点,全国70%以上的突发性公共卫生事件发生在学校。突发公共卫生事件由人为或自然因素引起,具有不可预知性、突发性、紧急性、危害性和不确定性等特点。这种危机状态会造成较多人员伤亡和经济损失,对校园教学秩序与师生的生命安全构成极大威胁和损害,往往可能造成巨大的不良社会影响,破坏学校正常教学秩序和学校稳定等。为保障广大师生的身体健康和生命安全、保证正常学习、生活秩序、维护学校稳定,及时有效预防、控制突发性公共卫生事件,探讨高校应对突发公共卫生事件的长效措施,是各级政府和高校面临的一项重要任务。

Over 70% of urgent public health accidents take place in colleges or universities as they are always densely-populated with a high turnover.Public health accidents are caused by man or natural causes,and they are always unpredictable,urgent,harmful and uncertain.They may cause a huge financial loss and a big number of people may be injured or even die from the accidents.They pose a great threat to social order and safety of the colleges.Special notices were issued twice consecutively by the Medical Department and Education Department in 2010.It is an important task for the government and colleges of all levels to discuss how to take precautions against and handle the accidents effectively.By doing so health of the faculty and students in colleges can be safeguarded and their normal lives and the social stability can be guaranteed.
