Reading Notes from the Study of Hu Jintao’s Thought About the Construction of Anti-corruption

党的十六大以来反腐倡廉理论建设日渐成熟,其主要标志是胡锦涛同志发表的关于加强反腐倡廉建设的若干重要讲话。胡锦涛反腐倡廉建设思想大致包括以下十个方面,一是提出"反腐倡廉建设"的重大命题;二是作出"反腐败斗争具有长期性、复杂性、艰巨性"的科学判断;三是提出"十六字"的反腐倡廉战略方针;四是提出"改革创新、惩防并举、统筹推进、重在建设"的基本要求;五是提出了"四个结合"的反腐倡廉总体思路;六是提出反腐倡廉宣传教育要面向全党全社会;七是提出要从源头上预防和解决腐败问题;八是提出全党进一步提高反腐倡廉建设科学化水平;九是提出要在党风廉政建设和反腐败斗争中贯彻落实以人为本执政为民理念;十是提出要加强对党风廉政建设和反腐败工作的领导。胡锦涛同志反腐倡廉建设思想是一个完整体系,内涵丰富、思想深邃、具有鲜明的时代特征,是我们党开展反腐倡廉建设的指针。

Since the Sixteenth Party Congress, the theoretical construction of anti-corruption has come to a mature stage, which can be confirmed by the important speeches about strengthening anti-corruption construction delivered by Comrade Hu Jintao. His thoughts about the construction of anti-corruption include the following aspects. Flatly, he has put forward the important proposition of anti-corruption construction. Secondly, he has made a scientific judgment that the battle against corruption is protracted, complicated and difficult. Thirdly, anti-corruption strategy with sixteen words has been put forward. Fourthly, Comrade Hu Jintao has advocated a basic request that we should reform and innovate, pay equal attention to punishment and prevention, carry forward an overall planning and focus on constmction. The other aspects including the overall philosophy, the comprehensive publicity, the prevention from the source, the improvement of the scientific level, the concept of building a government for the people and the emphasis on the leadership. Comrade Hu Jintao＇s thought about the construction of anti-corruption is a complete and logical system with abundant ideas, profound thoughts and distinctive features of the modem times. It＇s the guideline of our party＇ s anti-corruption constmction.
