中国城镇化水平与国外西方发达国家的城镇化水平存在着较大差距,城镇化发展滞后于经济发展,这已成为制约中国经济社会发展的新"瓶颈"。从城镇化发展的一个重要视角——城镇化演进对社区发展的影响出发,发现在中国城镇化发展过程中存在以城镇建设政策替代城镇化政策、城镇化滞后于工业化、缺乏区际城镇化的协调政策等七大问题。结合中国城镇化发展的基本方针分析中国城镇化现状和发展过程中存在的问题,中国城镇化发展问题的政策思路应该规划组团式城镇群为核心的区域城镇体系,加快发展农村城镇经济,建立合理高效的城镇化发展融资机制以及建立市场化的农村城镇化管理体制,以此探索促进中国区域经济社会协调发展的有效途径。
