中共十五大以来，国有经济由于在所有制理论上的突破而进入一个崭新的发展时期，作为国有经济主要体现的国有企业也同时进入了新的改革阶段。而如何建好企业集团和放开放活中小企业成为国有企业改革的关健。

With the development of the state-owned economy since the 15th Conference of CCPC, the state-owned enterprises, the representation of the state-owned econorny, have now reached a stage of further reform. This article holds that the key point to reform the state-owned enterprises lies in building enterprise groups and freeing minor-medium enterprises.
