首先介绍基于专家知识的企业管理信息系统的开发环境，并研究基于该方法将所得到的用ＮＥＷＣＯＭ 描述的相关信息转换为关系模型的算法，该算法的最终输出是用ＶｉｓｕａｌＦｏｘＰｒｏ 语言描述的企业管理信息系统．其次讨论了以数据为核心的系统开发技术，按ＮＥＷＣＯＭ 系统的所描述的功能进行了模块划分，并研究各个模块在转换过程中实现的方法．

At first,the authors introduces Program Architecture Description Language-NEWCOM and the background of putting forth this problem.The authors study the algorithm of transferring mechanism based on knowledge.The result created by the system is a MIS system described in Visual FoxPro language.In other words,the authors implement the system with transferring mechanism based on knowledge,which transfers the program in NEWCOM model to a MIS system in relation data model management language.
