摘要
2003年9月,2005年10月和2010年7月,汉江中下游均发生了近20 a一遇的较大洪水,千里汉江干堤险象环生,汉江下游地区如今正成为长江防汛的一块"短板"。从汉江洪水特性、汉江下游防洪能力和汉江中下游防洪工程体系等方面进行了分析,初步认为,汉江丹江口水库调度复杂、汉江干堤防洪标准偏低、杜家台分洪工程尚未完建、汉江蓄洪民垸建设严重滞后,仍是汉江中下游防洪工程体系存在的主要问题,直接影响到汉江中下游的防洪调度。只有在丹江口水库按最终规模建成、汉江干堤按设计标准加高加固、杜家台分洪工程按设计标准完建、汉江蓄洪民垸按要求进行建设的情况下,才能基本上解除汉江下游的洪水灾害。
On September,2003,October,2005 and July,2010,larger flood of 20 years frequency occurred in the middle and lower area of Hanjiang River,which caused dangers in the main levee of the Hanjiang River.In order to research the flood control countermeasures,the analysis on flood characteristics of the Hanjiang River,the flood control structure system and capacity in the middle and lower Hanjiang River are conducted.The preliminary analysis shows that the regulation of Danjiangkou Reservoir is complicated,flood control standard of main levee of the Hanjiang River is low,Dujiatai flood diversion works is not finished and the construction of flood storage polders still lag behind.The flood disaster of the Hanjiang River can be eliminated basically,only when Danjiangkou Reservoir and Dujiatai flood diversion works are completed in designed final scale,the main levee of Hanjiang River is heightened and reinforced,and flood storage polders are constructed meeting requirement.
