湖北省公立医院成本补偿机制研究

Cost Compensation Mechanism of Public Hospitals in Hubei Province

目的了解湖北省对公立医院的财政投入,医院收入比例及收支平衡情况。方法根据财政投入及医院收支的相关数据,利用定性与定量分析,对比的分析方法,研究2007—2009年湖北省公立医院财政补偿情况及其收支的变化情况。结果政府财政补助有所提高,年均增幅达到28.83%,但在医院收入中所占比例仅占7%左右,低于全国平均水平。公立医院医疗收入最高,占医院收入比例的50%左右。其次为药品收入,将近占到总收入的40%。医院收支基本保持平衡,但是大多负债率较高。结论应该调整政府财政补偿力度与着重点,改变现有公立医院的收入结构,以保证公立医院健康稳定的发展。

Objective To learn the proportion of hospitals income,and the balance of their payment and expenditure in Hubei Province.Methods Based on related data,quantitative and qualitative analysis,and comparative analysis are used to study the changes of government financial compensation,public hospitals＇ payment as well as expenditure in recent years.Results Government financial aid has increased,and the average annual growth rate reaches 28.83%.However,the proportion of income in the public hospitals is only about 7%,which is lower than the national average.Public hospitals＇ medical income is the highest one,taking up about 50% of total hospital income.Drug income is second only to the medical income.It accounts for nearly 40%of total income.Public hospitals generally can keep the balance of payments and expenditure,but the most of them have a high debt ratio.Conclusion Government should put more effort on financial compensation and adjust the focal points of investment,and then change the existing income ratio of public hospitals.So public hospitals healthy and stable development can be insured.
