摘要
富兰克林·D·罗斯福执政时期,联邦政府在大平原地区东部实施防护林带工程。该工程可以带来巨大的生态效益,可以改善当地的环境,但是带来的直接经济效益不大。该工程在国会遭到冷遇。罗斯福政府与当地的农场主们开展积极的合作活动,在农场主们的大力支持下,该工程取得了巨大成就。这表明广大公众开始主动地、大规模地参与资源保护运动。
When Franklin D. Roosevelt was American president, the Federal Government planted shelter- belts on the eastern Great Plains. The shelterbelt project can bring big ecological benefits and can improve local environment, but it can not bring big immediate economic benefits. Congress didn't like the project. Roosevelt administration cooperated actively with local farmers, with farmers' strong help, the project made great success. This means the general public to begin to participate actively in conservation movement on large scale.
