Thoughts and Countermeasures about Cultivating Military Personnel by Reliance on Regular Institutions of Higher Learning

当前制约依托培养工作的主要因素是管理协调机制不顺畅、依托培养资源缺乏必要整合和忽视对人才培养的长远规划。解决依托培养中存在的问题,关键在于建立和完善相关配套政策措施、加强依托培养资源统筹和将依托培养纳入全省高等教育发展规划,充分发挥政府及教育主管部门在依托培养中的职能作用。

The key factors restricting the continuous development of the college-based training programs lie in three aspects： the lack of smooth operation in management coordination mechanism,the lack of necessary integration of cultivating resources and ignorance of the long-term plans for personnel training.The key to this problem lies in establishing and improving relevant policies,strengthening coordination to integrate training base resources,bringing the programs into the overall development plans in provincial higher education,and developing better functions of government and education authorities in the college-based military personnel training programs.
