摘要
传统的交通规划理论的着眼点是满足需求， 因而是被动追随型理论体系。可持续发展是人类２１ 世纪的主题，考虑可持续发展的交通运输规划要求我们不但要考虑需求， 同时要考虑资源与环境， 因此有必要开发主动引导型交通规划新理论体系。本文提出了开发新理论体系的基本思路和研究框架， 为该理论的建立走出了第一步。
Traditional transportation planning theory,a passive demand?driven system,put emphasis on the meeting of transportation demand Since the sustainable development is one of the primary themes of human beings in the 21st century,it is necessary to encompass in planning theory not only the travelers′ demand,but also the environment and resources That is,it is necessary to develop an active demand?guiding new theory of transportation planning considering the sustainable development In the present paper,the basic ideas to develop this kind of system are proposed and research framework is discussed taking modal split as an example
